The Atlantic Herring Section of the Atlantic States Marine Fisheries Commission convened in Brenton Hall of the Hyatt Regency Newport Hotel, Newport, Rhode Island, November 2, 2009, and was called to order at 8:00 o’clock a.m. by Chairman Dennis Abbott.
Fisheries Management
The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Technical Committee (TC) met on October 1st primarily to review the draft benchmark stock assessment. The group also reviewed North Carolina’s quota transfer request. Under ‘Other Business’ the TC received information on Massachusetts’s proposed regulation changes and findings from recent research and monitoring.

The Striped Bass Advisory Panel (AP) met to review the summary results of the 2009 update stock assessment, review the public comment received on Draft Addendum II, and develop advice for the Management Board, due to take action on the draft addendum in November.

This Addendum modifies the Interstate Fishery Management Plan for Atlantic Coastal Sharks (FMP) to allow commercial fishermen limited processing of smooth dogfish at sea and removes recreational possession limits for smooth dogfish, as well as the 2 hour net check requirement for commercial fishermen using large mesh gillnets.

The Advisory Panel met on September 29th to review recent landings and research efforts, to comment on Draft Addendum IV, and to make recommendations to the Board.
