The Coastal Sharks Technical Committee (TC) met to review the 21st Southeast Data and Review Workshop (SEDAR 21) assessment of dusky, sandbar, and blacknose shark stocks and make management recommendations to the Spiny Dogfish & Coastal Sharks Management Board (Board) based on the assessment results. The meeting began with a review of current ASMFC and federal regulations that apply to these species followed by presentations of each assessment. The TC discussed the results and technical merits of each assessment before moving to management recommendations. The Advisory Panel met via conference call on January 26, 2012 to make recommendation to the Board on the Draft Public Information Document for Amendment 2 the ISFMP for Atlantic Menhaden.

At its November meeting, the Atlantic Menhaden Management Board approved a new fishing mortality threshold (F15%MSP = 1.32) and target (F30%MSP = 0.62). The Board requested the Technical Committee explore methods to account for the uncertainty in the terminal year fishing mortality estimate (F2008) as it relates to achieving the new fishing mortality reference points. The Board also requested the Technical Committee explore landing scenarios to achieve the new fishing mortality threshold immediately and the new fishing mortality target over a range of 1 to 5 years.

This addendum codifies the use of 15% maximum spawning potential (MSP) as an interim threshold reference point and 30% MSP as an interim target reference point to avoid overfishing and increase abundance and spawning stock biomass. It is the intention of the Board to move towards a multi-species approach for Atlantic menhaden reference points in the future, after additional work has been completed by the Multispecies Technical Committee.

The Horseshoe Crab Advisory Panel (AP) met via conference call on November 29, 2011, to review the Draft Addendum VII to the Horseshoe Crab Fishery Management Plan. The AP agreed that the best option for management of the horseshoe crab bait fishery was to move forward with implementing the Adaptive Resource Management (ARM) Framework, Option 3, as it provides a sound, scientifically-based recommendation for harvest of horseshoe crabs while still considering the needs of the red knots.
