The Atlantic Herring Advisory Panel (AP) held a conference call to review Draft Addendum VI to Amendment 2 to the Interstate Fishery Management Plan for Atlantic Herring. This addendum complements the New England Fishery Management Council’s draft Framework Adjustment 2.
Fisheries Management
The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

This memorandum serves as a report on the use of the traffic light approach the South Atlantic State/Federal Management Board requested the Atlantic Croaker Technical Committee (TC) develop during the 2012 August Board meeting.

The FMP will address management measures for black drum. Black drum management authority lies with the coastal states and is coordinated through the Commission. Responsibility for compatible management action in the Exclusive Economic Zone (EEZ) from 3-200 miles from shore lies with the Secretary of Commerce through the ACFCMA in the absence of a federal fishery management plan.

The Coastal Sharks Technical Committee (TC) held a conference call to discuss possible impacts to state fisheries if dusky sharks and/or great hammerhead sharks are listed under the Endangered Species Act. The TC also reviewed the recent North Carolina study concerning smoothhound fin-to-carcass ratios.

The Atlantic Croaker Technical Committee and Spot Plan Review Team held a conference call to follow up on the May 2013 conference call regarding updating the Trigger Exercises. On this call the group reviewed the stoplight methodology using Atlantic Croaker data provided by the SCDNR, discussed the merits of its use in the Trigger Exercises, and thought through a tentative schedule to provide the South Atlantic State Federal Management Board with recommendations from the group in time for the August 2013 meeting.

The American Lobster Management Board of the Atlantic States Marine Fisheries Commission convened in the Presidential Ballroom of the Crowne Plaza Hotel Old Town, Alexandria, Virginia, May 20, 2013, and was called to order at 1:15 o’clock p.m. by Chairman Douglas Grout.
