The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

This Addendum modifies the Atlantic States Marine Fisheries Commission’s (ASMFC) Interstate Fishery Management Plan for Atlantic Coastal Sharks by establishing new species groups for coastal sharks and a new recreational size limit for hammerhead sharks consistent with Amendment 5a to the 2006 Consolidated Highly Migratory Species Fishery Management Plan.

The Section asked the TC to expand on the report with 1) specific budget needs for resources, such as personnel and transport; 2) alternative sampling measures to address the challenge of transporting fresh offshore samples; and 3) possible management options for offshore spawning areas.

The Board directed the Plan Development Team (PDT) to scale the size of the SNE fishery to the size of the resource in the SNE stock. The PDT drafted an addendum that addressed this issue with trap reductions and changes to the transferability programs. The Board split the addendum, with the trap reductions addressed through Addendum XVIII (approved 2012) and addressed some of the changes in the transferability program for Areas 2 and 3 in Addendum XXI (approved August 2013).The current transferability rules were originally established in addenda XII and XIV.
