This memo indicates state shares for the 2016 summer period commercial scup fishery and for state shares of the 2016 black sea bass commercial fishery. As a reminder, the scup Winter II possession limit for 2016 can be increased up to 18,000 lb due to rollover of unused quota.

The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Winter Flounder Management Board (Board) met on November 3, 2015 to review the most recent stock assessment updates for Southern New England/Mid-Atlantic (SNE/MA) and the Gulf of Maine (GOM), and discuss potential management responses. Based on the Northeast Fisheries Science Center (NEFSC) operational (update) stock assessment for GOM, the stocknbiomass status is unknown and overfishing is not occurring. The SNE/MA winter flounder stock is overfished but overfishing is not occurring.

The Atlantic Striped Bass Technical Committee (TC) met via conference call to (1) elect a Vice chair, (2) discuss TC tasks from the November Board meeting, (3) discuss the 2018 benchmark assessment timeline and tasks, and (4) review items for the February Board meeting.
