The Bluefish Monitoring Committee (MC) and the Bluefish Technical Committee (TC) met via webinar on Friday, March 24, to develop potential methods for applying a buffer between sector specific annual catch limits (ACLs) and annual catch targets (ACTs) to account for management uncertainty. The MC and TC reviewed buffer examples in other fisheries, recent bluefish overages by sector, discussed methods for buffer calculation, and discussed information that would be helpful for inclusion in the staff memo for specifications.
Fisheries Management
The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Summer Flounder, Scup, and Black Sea Bass Management Board of the Atlantic States Marine Fisheries Commission, convened via webinar; Thursday, March 2, 2023, and was called to order at 10:30 a.m. by Chair Justin Davis.

At its webinar meeting on March 2, the Board reviewed and approved the presented range of state/regional options for 2023 scup and black sea bass measures as developed by the RDM. Following this meeting, the states will need to select and inform the Commission of their final 2023 state waters measures for both scup and black sea bass, which will be included in a letter to NOAA Fisheries. 2023 summer flounder recreational measures will be the same as the 2022 measures.

At the November 2022 Atlantic Menhaden Board (Board) meeting, the Board approved Addendum I to Amendment 3 to the Interstate Fishery Management Plan for Atlantic Menhaden, which allocates a baseline quota of 0.01% to Pennsylvania; 0.25% to South Carolina, Georgia, Connecticut, Delaware, North Carolina, and Florida; and 0.5% to Maine, New Hampshire, Massachusetts, Rhode Island, New York, New Jersey, Maryland, Potomac River Fisheries Commission, and Virginia; and then allocates the rest of the Total Allowable Catch (TAC) based on landings from 2018, 2019, and 2021. The TC/SAS recommended that the 2024 assessment for sturgeon be an update instead of a full benchmark. • The TC/SAS approved the assessment schedule (Table 1) with the assessment update completed and presented to the Board in August 2024.
