The purpose of this document is to provide policy and technical guidance on the application of conservation equivalency in interstate fisheries management programs developed by the Atlantic States Marine Fisheries Commission. The document provides specific guidance on development, submission, review and approval of conservation equivalency proposals.
Fisheries Management
The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The TC met via conference call on September 29, 2023 to receive an update on the 2024 River Herring Benchmark Stock Assessment and provide feedback for the habitat model to be used in the assessment. Additionally, the TC met to review planned changes to Maryland’s fishery dependent and independent surveys.
