Objective: Review the North Carolina Division of Marine Fisheries’ proposal to implement a 10% bycatch allowance, with a 1,000 lb cap, for weakfish in lieu of the 100 lb trip limit prescribed in Addendum IV to Amendment 4, and develop technical advice for the Management Board.

At the request of the South Atlantic State-Federal Fisheries Management Board, the Spot Plan Review Team (PRT) prepared this fourth annual report on trends in available fishery-dependent and fishery-independent indices of relative spot abundance through 2009.

The Technical Committee (TC) met on April 6th primarily to review the benchmark stock assessment peer review conclusions and recommendations. The TC also reviewed North Carolina’s quota transfer request. The meeting was held at the Renaissance Inn by the Philadelphia Airport.

The Southern New England stock (SNE) is critically depleted and well below the minimum threshold abundance (25th percentile) (Figure 1). Abundance indices are at or near time series lows (ASMFC 2009) and this condition has persisted (ASMFC 2006).
