The Coastal Sharks Technical Committee (TC) convened via phone conference to make recommendations for coastal sharks specifications in 2010+. The Interstate Fisheries Management Plan for Atlantic Coastal Sharks allows the Spiny Dogfish & Coastal Sharks Management Board (Board) to set a quota for smooth dogfish only and possession limits for the Large Coastal (LCS), Small Coastal (SCS), Pelagic and Smooth Dogfish Species Groups for up to 5 years. The FMP specifies that the TC will review the best available data and make quota and possession limit recommendations to the Board prior to specifications being set.

The Striped Bass Technical Committee (TC) met by conference call in December and January to develop and approve the attached reports responding to the Management Board’s five tasks from November 2009.

The Board and Council met in December of 2009 to establish the 2010 recreational management program. At this meeting, the Board and Council agreed that the states would implement conservational equivalent measures rather than implement a coastwide management program.

The Technical Committee (TC) met on October 1st primarily to review the draft benchmark stock assessment. The group also reviewed North Carolina’s quota transfer request. Under ‘Other Business’ the TC received information on Massachusetts’s proposed regulation changes and findings from recent research and monitoring.

The Coastal Sharks Technical Committee (TC) convened via phone conference on July 15, 2009 to review a North Carolina Memo dated July 6, 2009, revisit Draft Addendum I to the Interstate Fisheries Management Plan (Addendum I) for Atlantic Coastal Sharks and evaluate a Maine de minimis proposal dated June 30, 2009.

At the May Board meeting the Technical Committee (TC) was tasked to provide the Board guidance on responding to the results of the 2009 lobster stock assessment. The TC suggests the Board adopt the reference points recommended in the stock assessment document rather than those recommended by the peer reviewers because they are more risk averse and reflect conditions experienced by the fishery in the last 25 years.
