The Coastal Sharks Technical Committee (TC) held a conference call to review a request by New Jersey commercial fishermen to allow the removal of all smooth dogfish fins at sea at all times of the year. Section 2.3.1 of Addendum I, Smooth Dogfish Processing at Sea, allows commercial fishermen to completely remove all smooth dogfish fins at sea from March – June with a max 5% fin to carcass ratio; the dorsal fin and tail must remain attached naturally to the carcass from July – February. The Atlantic Herring Technical Committee (TC) convened via phone conference on October 9, 2007. This conference was initiated because the ASMFC and NMFS have different TAC specifications for Area 1A (ASMFC 50,000 mt; NMFS 45,000 mt) and Area 3 (ASMFC 55,000 mt; NMFS 60,000 mt) for the 2008 and 2009 fishing seasons.

This conference was in response to the Atlantic Herring Section tasking the TC to give feedback advice for an addendum to achieve the goals of the following motion. Move to initiate an addendum (Addendum I) to include the following: – Monthly or bimonthly quotas with payback and carry over; – Determination of landing and fishing days; – No fishing prior to June 1; – Timely reporting of state registered landings; – and Restriction on harvest of juvenile fish
