The report is the culmination of a two-year effort to gather and analyze available data for Atlantic menhaden from the fishery-independent sampling programs of the Atlantic States, commercial purse-seine reduction fishery, and commercial bait fishery. ASMFC developed the stock assessment through its Atlantic Menhaden Technical Committee (TC) and Stock Assessment Subcommittee (SAS).

Based on the results of the most recent stock assessment update, the northern shrimp stock in the Gulf of Maine was depleted in 2018, with spawning stock biomass (SSB) at extremely low levels since 2013 (Hunter et al. 2018). The traffic light analysis of 2019 data indicated no improvement in status in 2019, with indices of abundance, biomass, and spawning stock biomass at new time-series lows, and recruitment the third-lowest in the time series, well below the 2018 level.

The Bayesian statistical catch-at-age assessment model for weakfish was updated with data through 2017. This included the new, calibrated MRIP estimates of recreational catch for the entire time series.
