Addendum VIII implements the 2021 Revision to the ARM Framework and will be used to annually produce bait harvest recommendations for male and female horseshoe crabs of Delaware Bay-origin, based on the abundance of horseshoe crabs and red knots.

The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Addendum adjusts state commercial allocations to better align with availability and changes the incidental catch and small-scale fisheries (IC/SSF) provision to reduce landings from recent levels.

The Advisory Panel (AP) met via webinar on October 18, 2022 to formulate comments and provide recommendations on Draft Addendum I to Amendment 3.

The Red Drum Technical Committee (TC) and Stock Assessment Subcommittee (SAS) met via webinar on November 29, 2022 to review the draft Terms of Reference (TOR) and timeline for the upcoming 2024 benchmark stock assessment, as well as continue their discussion of the American Saltwater Guide Association’s offer to collect red drum data using an app.

The Mid-Atlantic Fishery Management Council’s (Council’s) Summer Flounder, Scup, and Black Sea Bass Advisory Panel (AP) met jointly with the Atlantic States Marine Fisheries Commission’s (Commission’s) Summer Flounder, Scup, and Black Sea Bass AP on November 30, 2022. The purpose of the meeting was to discuss 2023 recreational management measures (i.e., possession limits, size limits, and open and closed seasons) for all three species.
