The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Spiny Dogfish Technical Committee held a conference call on January 27, 2003 to recommend a methodology for determining the annual quota, a quota for the 2003-2004 fishing year and trip limits for the 2003-2004 fishing year.

Staff updated the AP on Amendment 4, Addendum IV and recent Board discussions on the most restrictive rule. Bob Glenn, TC Chair, updated the group on the model used for evaluation of the v-notching criteria. Staff updated the AP on the revised operating procedures that formalize the relationship between the LCMT and the states.
