A joint meeting of the New England Fishery Management Council and Atlantic States Marine Fisheries Commission Herring Advisors was held to discuss limited entry/controlled access, a possible shift in the Area 1A Total Allowable Catch (TAC), and access to the resource by the fixed gear fishery.

The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

In the fall of 1999, the Technical Committee reviewed both state annual reports and fishing recovery plans. In doing so, the Technical Committee compiled a report which identified a number of technical errors that require correction and/or clarification in Amendment 1. Upon review by the Shad and River Herring Management Board, the Board concurred with the Technical Committee’s report and suggested that a technical addendum be developed to address each of the components identified for correction.
