The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Horseshoe Crab Technical Committee had a conference call to review and discuss the importation of Asian horseshoe crabs for bait on the East Coast of the United States. The meeting began with an overview of the issue, followed by a discussion of each state’s status. The TC discussed various concerns with the importation of Asian horseshoe crabs. Following these discussions, the TC discussed possible solutions or avenues to address the problem.

The Atlantic Menhaden Technical Committee met by conference call on January 25, 2013 to discuss three items of relevance to the Management Board for its February 2013 meeting. These include: 1. Stock status determination relative to the new biomass reference points adopted under Amendment 2 2. Funding request for data entry of historic tagging data to be used in the 2014 benchmark stock assessment 3. Development of fixed gear abundance indices as required under Amendment 2

The most recent transferability rules were established in Addenda XII and XIV. This addendum modifies the conservation tax for LCMA 3 to a single transfer tax of 10% for full or partial business sales.
