The Interstate Fisheries Management Program (ISFMP) serves as the core of decision-making, where species management boards establish regulations to conserve fishery resources, supported by an active participation framework. The ISFMP Policy Board oversees this, monitoring stock performance and policy implementation with representation from all member states and several federal agencies.

The Advisory Panels of the Atlantic States Marine Fisheries Commission (Commission) and the Mid-Atlantic Fishery Management Council (Council) met jointly via conference call and webinar on April 2, 2020 to review the Summer Flounder, Scup, and Black Sea Bass Commercial/Recreational Allocation Amendment Scoping Comment Summary and provide recommendations on the types of alternatives which should be further developed.

In preparation of the Tautog Management Board’s consideration of the Rhode Island Conservation Equivalency (CE) Proposal in May 2020, Tautog Advisory Panel members provided the following comments via email in April. Two were opposed to the proposal and one expressed concerns more specific to commercial management.

The Commission’s Tautog Technical Committee (TC) met via conference call on Tuesday, April 7 to review a Conservation Equivalency Proposal from Rhode Island (RI) for the Party/Charter sector and discuss current timeline of the next stock assessment update. Amendment 3 requires states and jurisdictions to develop sustainable fishery management plans (SFMPs), which are reviewed by the Technical Committee and approved by the Board, in order to maintain commercial and recreational fisheries beyond January 2013.

Addendum II established the Traffic Light Approach (TLA) as a precautionary management framework to evaluate fishery trends and develop management actions. The TLA was originally developed as a management tool for data-poor fisheries, and its application to spot is described in further detail in Section 2.2.2. Starting in the late 2000s, there were inconsistent signals in the data used to examine the resource. In addition, the 2017 stock assessment was not recommended for management use.
