The TC met via conference call on January 19, 2023 to review an update to the North Carolina Sustainable Fishery Management Plan (SFMP) for American shad and to consider a proposal from New Hampshire to reopen its river herring fishery.

In November 2022, the Horseshoe Crab Management Board formed a work group to review and update the best management practices (BMPs) for handling biomedical catch, which were originally developed in 2011. The work group (WG) includes technical committee and advisory panel members with expertise in horseshoe crab biology, ecology, and biomedical processing.

The Winter Flounder Technical Committee (TC) met via webinar to review the Gulf of Maine (GOM) and Southern New England/Mid-Atlantic (SNE/MA) stock assessments, commercial and recreational fishery trends, and federal specifications for fishing years 2023-2025 approved by New England Fishery Management Council (NEFMC).

The Red Drum Technical Committee (TC) and Stock Assessment Subcommittee (SAS) met via webinar on November 29, 2022 to review the draft Terms of Reference (TOR) and timeline for the upcoming 2024 benchmark stock assessment, as well as continue their discussion of the American Saltwater Guide Association’s offer to collect red drum data using an app.

The TC met via conference call on October 27, 2022 to review updates to the Massachusetts Shad Habitat Plan and the Massachusetts and Maine River Herring Sustainable Fishery Management Plans (SFMPs).

Under the annual process of the ARM Framework, the ARM Subcommittee recommends harvest specifications for the upcoming year based on the ARM Framework results. The Delaware Bay Ecosystem Technical Committee (DBETC) then reviews the ARM results and recent horseshoe crab and red knot monitoring data to provide a recommendation for harvest specifications to the Board. This year, because the Draft Addendum VIII has not been finalized, the ARM considered harvest specifications generated using the original ARM Framework as well as the 2021 ARM Framework Revision.
