The TC met via conference call on May 31, 2023 to receive an update from USGS about the Alosine Genetic Stock Identification and Tissue Repository to identify current collection efforts and provide guidelines for future sample collections. Additionally, the TC met to review an update to the Potomac River Fisheries Commission (PRFC) Sustainable Fishery Management Plan (SFMP) for American shad and to review planned management actions in South Carolina for the Edisto River in response to recent low fishery-dependent sustainability metrics.

The Summer Flounder, Scup, and Black Sea Bass Monitoring Committee (MC) and Technical Committee (TC) met via webinar on Thursday, May 11, 2022, to review and reassess the configuration of the Recreational Demand Model (RDM) and to discuss the potential for a timeline adjustment to the recreational management measures setting process for the three species.

The primary purpose of this Technical Committee meeting was the continued discussion of reported live market fish quality and mortality issues presumably associated with the commercial tagging requirements.

Formation of the 2023 work group was prompted by the Board’s recent discussions about biomedical mortality and follows the recommendation to periodically review the BMPs for the continued successful management of the horseshoe crab resource. The work group includes technical committee and advisory panel members with expertise in horseshoe crab biology, ecology, and biomedical processing.

The TC met via conference call on April 3, 2023 to draft a set of questions for TC members to use to survey commercial dealers and harvesters in their respective states about the commercial tagging program. The TC will reconvene in May to discuss the results and develop recommendations to present to the Board at the Summer Meeting.

The Biomedical Best Management Practices Work Group (BMP WG) met on April 4th via webinar to continue addressing the Board task to review and update the Biomedical BMPs. Staff began the meeting by reviewing the work group ground rules and process for allowing the public to make comments during the meeting. The WG reviewed suggested edits to the draft BMP document it has developed over the last several months.

The Bluefish Monitoring Committee (MC) and the Bluefish Technical Committee (TC) met via webinar on Friday, March 24, to develop potential methods for applying a buffer between sector specific annual catch limits (ACLs) and annual catch targets (ACTs) to account for management uncertainty. The MC and TC reviewed buffer examples in other fisheries, recent bluefish overages by sector, discussed methods for buffer calculation, and discussed information that would be helpful for inclusion in the staff memo for specifications.
